What has happened is that the AAD is stuck partially open, you can compensate to a degree with the bypass but not completely. Ive found that in recent years the potmetal they are made of is warping and seizing up the shaft inside. They do come apart and a little cleaning and careful scraping with an exacto knife and the work again. try reassembling it without the spring to make sure the shaft moves freely. With an auto, its also possible that the heated stud next to it is disconnected or bad, but Id expect that eventually it should open properly.
