Not quite right. IIRC the shroud is made of an alloy of aluminum and magnesium, similar to the engine case. There's only one fan shroud -- the other you're thinking of is the pulley shroud, and the pulley has fanlike vanes in it, but it's not a fan.

Yes, the fan is steel, and if you're thinking of building one with lighter materials, you get credit for high ambition, at least. Quite a project.
