To prevent any oil leakes. Remember, On our engines, there could be a
partial vacuum there due to that being the fan housing. On a T-1, it is
atmospheric pressure.
BTW, there is also a metal washer/shim in there too. >>
Could the paper gasket be there to prevent rhe metal shim/washer from rusting
to the larger fan? Most of them that I've seen have had some rust around the
paper gasket. This would make sense, if you didn't want them to weld together
(rust together).
