If the summer gas is too volatile, too much of it evaporates while the car is 
just parked. That wastes gas and pollutes.

In the winter, if the gas is not volatile enough, it's hard to get the engine 
started, because starting depends on at least SOME of the fuel being vaporized 
so the spark can ignite the mixture.
