The tarboards themselves are not hydroscopic, so they really don't soak up water into themselves. There can certainly be some capillary action that will hold some water in spaces between the floor and the tarboards, so it may take time to be sure that all the water under there has dried out. The best way to dry it out would be to remove the carpet and leave the car in the sun for a few days with the windows open a couple of inches on each side. It takes significant time for rust to make its way significantly thru the floor, so if you've only had a few incidents, that's probably nothing to worry about. A lot of water one time is not nearly as damaging as a little every month for 10 years. I'd let it dry out thoroughly and then pour about an oz of oil around the edges of each tarboard. If that all soaks in and disappears in a few days, repeat.
