What is the > purpose for having it? ;-) The rubber cap has a slit in the bottom. That slit keeps air from passing freely in and out, but it allows liquids to seep out. It acts like a kind of check valve. Most of what comes out consists of condensed water vapor, but there will always be an occasional drop of oil. If you're missing the baffle, that would explain most of the dripping that you see. Make sure to check the manual to make sure that you position the baffle correctly.
