Sounds like a poor-man's POR-15. Most polyester resins are porous to some degree. This MAY slow the rate of O2 reaching the steel to oxidize it, but it won't stop it entirely. An epoxy fiberglass resin will have much lower porosity, but they're generally much more finicky to deal with, and many require heat to cure completely. POR-15 and some similar products are, essentially, epoxy resins with very low porosity.
