Those Germans! I was really surprised when I discovered it, too. I mentioned it once at work and someone there thought that this was actually standard practice. Apparently it's a somewhat standard technique for keeping the brakes from squealing. Just as a crankshaft with a crack in it won't "ring," a drum made of one piece cast around another will dissipate excess acoustical energy in the interface between the 2 parts, thus killing the vibration.
