Looks like micro-blisters apart from the big mark on the roof (?) section. It can happen with moisture trapped under the paint - if it's taken months to appear, it could be the paint layer is too thin there. My bonnet (hood!) has micro-blisters now, but that's the last gasp of the original green paint which is too thin to be properly waterproof. it might be reacting to a less than perfect match of primer and colour coat. The beige (tan?) colour could be original - see www.hallvw.clara.co.uk/vwpaint.htm for the Type 3 colours through the years. If it matches the dash colour and inside the glovebox lid etc, it may well be original. Dave.
