If it's IRS you don't have swing arms. I'm no expert on IRS camber problems, but I'm sure it can't have anything to do with your torsion bars or vehicle height -- that's the *point* of the IRS system, the wheels stay vertical with suspension travel. To have visibly negative camber with IRS I'd think you'd have to have something seriously bent or assembled very wrong. I'd have a good look at Shad's suggestion.
