Wisconsin has collector plates for 2nd cars that are more than 25 years old. I pay for them JUST ONCE at twice the normal annual rate, but then they are good forever! No such thing as turning in your old plate or buying new ones. The only restriction is that you have to have another car with a normal plate for each adult driver and the collector plates are not good for driving in Jan and Feb, which is no problem, at least here.
