Desicant bags would do wonders if you can find them, and change them once it a while. I have rust even on the underside of the dash. Check your local sporting goods store (that sells guns) or a Gun shop. They sell canister type dessicants. These have white crystals in them that absorb the moisture. They turn pink when they are saturated, then you dry them out in your oven and put them back out there. They are sold to prevent condensation in gun safes. Also camera shops, people with a lot of cameras have the same problem and use the same solution. Desicants preven fungus growth on cameras.
