About the only thin you can do at this point to get enough leverage, is to mount it on an engine and use heat and the proper wrench to tighten them. If you are trying to save the heater boxes, just use a torch or air chisel to cut the muffler away. Then use an impact wrench and a 1 13/16" socket to unscrew the nuts. I am making the gasket to use between the muffler and the small heater box.
