If I remember correctly, that spacer under the bolt (seen clearly in the
detailed pic) is a 10mm rubber spacer. It sits between the body and the pan. If
the other side looks as bad, then you might want to remove the body from the
pan, but otherwise I'd repair it where it is. The rusty metal just under the bolt
head is part of the body, and a little thicker than the skin is. This bolt
doesn't hold the subframe to the pan, only the body to the pan (one of many). I
