The switch operates the relay by grounding a wire to the relay. The only things that I could imagine that would cause this are: 1) bad relay 2) bad switch or wiring, such that the wire is not staying permanently grounded. 3) bad switch, that is not making good ground contact. You should be able to check this by disconnecting the switch wire at the relay and try grounding that terminal a different way.
