Theoretically yes, or at least that's how they are supposed to work. The cables from the doors to the seats are adjustable at the seat and over time they tend to slacken, resulting in seatbacks that don't release at all. I expect that these mechanisms were often 'fixed' simply by sticking something between the latch on the seat and the seat frame. The latch is always under tension and wants to be sticking out of the side of the seat frame, latching the seatback. Check that the latch is still there and isn't blocked by something.
