Keith, I don't have a t3 Bentley handy, but have addressed similar issues on t2. What they both have in common is the connector to the turn signal/dimmer assembly. If it has started working out (especially if disrupted by kids to cleaning), you will get half service. Also, each headlight filament may have its own fuse. (one each for left and right low, one for left high, and one for right high with 'bright' indicator.) look for voltage for your missing low beam.
