The body of the gauge needs to be grounded to the body. This usually happens 
automatically when you bolt the gauge to the gas tank and the gas tank to the 
body. First thing I'd check would be to make sure the gas tank clamps are all 
tight on the tank. Maybe just loosen them up, grease the threads, and 
retighten.

If a jumper from the tank to the body helps, then the tank clamps are not 
grounding well.

If a jumper from the sender to the tank helps, then the sender bolts are not 
connecting well.

In the early days, VW used a small copper grounding clip that jumpered around 
the rubber gas tank seal. Eventually someone realized that the 5 sender bolts 
already made a perfectly good connection there, and this clip was discontinued. 
Don't worry about that clip; you don't need it, but it may be there in your 
'63.
