Yes, except possibly in Australia where 5-lug wheels were used for a 
few years longer.

The S model was only offered in 1964-65 so no '66 Fasty would be an S. 
On the other hand, I don't think a stripped down A-model Fasty was 
offered until later, so all '66s would be the deluxe 1600 model.
