It was probably done in an attempt to fix some other problem. Is the actual 
heater channel plugged, or is the foam just in the space around the heater 
channel? I'd be concerned that this will wick water in somewhere even worse 
than before, or that your rocker panels actually consist of Bondo over foam. 
I'd go over them with a magnet.

John J., could one fabricate a decent rocker repair with carbon fiber over this 
foam?
