Possibly to try to kill road noise or keep water out. Whatever the reason,
it was a deeply dumb move and you've got a major job getting it cleaned out.
It sticks to the metal but usually doesn't actually seal it, which holds
water film on the metal, and most of these foams contain urea, which is
acidic and promotes rust like crazy.

Tough question. I've had to scrape this stuff out of the doors and nose
panels of my RV, where it was easily accessible, and it came off pretty
easy, but in a closed space that doesn't help you. I can imagine spraying
something like laquer thinner in there to try to dissolve it, but haven't
tested anything like that. If you do try chemistry, be sure to stay outdoors
and well ventilated against whatever nasty gases might be released. It might
come down to slicing through the channels and removing a chunk of skin,
cleaning the crap out and rewelding it -- beats waiting for it to rust
through.

But first you'll want to try to establish for sure that it's rusting. These
materials come in lots of formulations, some might be less awful than
others. If for instance it's white latex with CO2 foaming agent, you might
get lucky. I think I'd try using a hook tool through one of the trim holes
to try to 'feel' the texture of the inner surface of the rocker skin.
