15.5 sounds just about right if you're measuring it at the generator. 
It should measure 14.1-14.4 at the output of the VR, or at the 
battery, but that's harder to get to.

Are the vacuum retard and advance diaphrams still both good? 
They should each hold vacuum.

Any gas leaks anywhere? Cracked overflow hose?
