This sounds low, but it's really hard to tell from the fuse box because the voltage there is dependent on so many other things, like which accessories you have turned on. If you're only getting 13V with nothing else on, even at medium to high rpm, then this is too low and it will explain your poor gas mileage. Another way to check, that's easier than measuring the voltage at the battery, is to measure the voltage AT the generator, from the D+ terminal to ground. That voltage will read a bit high, so if it is 14.5 or so, then you're probably fine. If it's below 14 you have a problem.
