The motorway round London (M25) has variable speed limits by illuminated signs that are adjusted depending on traffic conditions to allow more traffic per hour by reducing speed a bit. I suppose it means our brains are actually working out a safe(ish!) separation, so by reducing speed we can get a bit closer together. Mind you, it doesn't work at all if there's too much, but it is effective in between the grid-lock occasions. It is still likely in normal situations to find the inside lane almost deserted, because you can't easily get out into a lane full of traffic if you catch up a slow truck, or there's a queue for the exit.
