You can't just weld metal onto it, because the rod is heat treated and that would destroy it. If you just tried to make a bigger rod using the same size ends you might be able to make this work if you didn't increase the rod dia by much. If you went too large in diameter with the original ends all the stress would be concentrated at the end and they'd break there. The solution would be to broach larger holes in the upper swing arms and then make a bigger rod to fit them.
