The other sizes you mentioned are exactly right, but it's important to know that once you get the case diameter cut more than 1 mm oversize you may not be able to find bearing sets that include a steel-backed #2. I've only gone that large one time and that was something of a kluge. Usually I go with standard cases and go .020" oversize.
