Could this be some sort of transitional, early '69 model year car that used some bits from the '68 and others from the '69? Kind of like the 70 Camaro. For those of you not familiar with this, there was a '70 Camaro, which was basically a '69 Camaro with a couple very minor cosmetic updates. The new bodystyle that came out mid-year was classified as a 70 1/2.
