It has quite a detailed section on adjusting, and the construction, of the steering gearbox. If you can really see the Pittman arm shaft moving up and down, then it sounds like there is something wrong with the shimming between the shaft and it's adjustment screw. This can only be adjusted with the cover off, so this can be difficult to get to. If you can see the shaft move axially, then I wonder if the snap ring has popped out of its groove, because I think there are only supposed to be a few thousands of an inch of play in that. Look in the Bentley.
