<x-flowed>There are standardized threaded seat belt mounting inserts for the large holes. They have a smaller hole tapped in the center for the bracket bolt. Not sure where you'd get these, but I'm sure they're available. When I've purchased vintage VW seat belts in the past they've come complete with the inserts.
