Make sure that you've got the wires connected correctly in that 3 wire 
connector inside the headlight bucket. You've probably got 2 of the wires 
switched so that when on high beams you've actually got low beams and on low 
beams you've got the high and low filaments in series, which would be invisible 
in daylight.

That's the basic idea. Just make sure you've got enough paint on there before 
you start, and be especially careful when sanding around corners, because 
that's where you're most likely to sand thru.
