In that case, I guess this wire is only used to run the parking switch. I looked at the wiring diagram last night and I have to admit that I'm not sure what's going on there. The 73 shows more detail, but it may not be the same as the 70. Since the ground wire didn't do the job, I think you'll have to try 53a or 53b. One of those controls the high speed and the other runs the low. You'll want to wire the intermittent controller into the low speed wire. You could try removing one of these wires from the wiper switch and then just check to see which speed no longer worked.
