Jacob, the plastic piece goes in the hole, and after that you tap the "peg"
in until its flush. What happens is the "peg" spreads the fingers on the clip
to lock it into place.

Understandable, Jim A. and I figured out that the hole has to be 11/64ths
before the car is painted. It is possible that your painter applied too much, and
this is closing the hole up. You might want to find the next size smaller
drill bit than an 11/64ths to help clear the hole up a little for the clip to be
installed easily. This might also be done by another method too, but you stll
take a chance on chipping the paint. Try not to force the peg in the clip on
installation, as this will cause a dent in the sheet metal (BTDT). I hope this
