It's function is to compensate for changes in temp. If you have to adjust it 
with changes in season it most likely means that it's not doing its job, or 
that the carb is misadjusted so that in some seasons the richness is out of the 
range of adjustment for the choke. I THINK that once you get everything set up 
and working right you should not need to adjust the electric choke any more.

Those with more experience with carbs should now jump in and correct me.  ;-)

I think the Webers lack the chokes, so they become a problem in cold climates. 
I know that the FI needs no readjustment for summer or winter.
