	Perhaps, in theory -- but this assumes that you have to ever 
take the car to have any kind of inspection.  You don't.  The grand 
total of what you do to re-register an older car in Cali is watch for 
the renewal in the mail, and send it back to them with a check and 
proof of insurance.

	Perhaps this law comes into play when someone is busted for 
doing something worse...?  Like if they bust you for drag racing on 
the street or speeding or something, they might use it to slap you 
with more fines or impound your car or something. <shrug>
