Oops.  spoke to soon....

 Ok, probably not PhotoShop.  I looked at the other photos of the 
speedo on page 2 of the site and they are all consistent in the poor 
quality of the modification to the Speedo.  That would be an awful lot 
of work for such poor results.  I suspect the speedo itself was taken 
apart and the new MPH numbers and stuff were painted on the actual face 
of the speedo.
