No, it was 2 small pieces of tube that got welded to the ends of the rocker that would be hidden by the front and rear fenders. One of the reasons I changed mine to the later style when I re-did mine. I think it also helped the left rocker to rust out, as the bottom of the fender would collect junk and eat thru that layer forcing water and road grit into the harness opening that is right behind it.
