IIRC, this was always a federal thing, not state by state. The US required front seat belts in '64 and rears in '68. I think VW was always a bit ahead of the curve, so they were standard items before they were required, and options well before that. For example, type 3s came with 3 point belts in the front (as well as lap belts in the rear) as standard equipment (in the US) starting in 68; this was before they appeared in most other cars. When I parted out my '72 last summer I managed to save the 2 rear outboard SB anchors, but I couldn't get the inboard one pried loose.
