Wasn't me (at least that I remember), but I do remember the write-up.  
Cold is all relative.   We get severe cold warnings here in the Detroit 
area when it is going to be single digits above zero F.  When I lived 
in northern Minnesota, we would call that a heat wave in January or 
February where it is typical to have a high for the week of -10F during 
those months.
