You need to press the dents out - I did it on a rear bumper which appeared bent as much as that one. You may need to shape pieces of wood pads to do a good job, and I found a 6" G-cramp was pretty useful for doing the

What's a "g-cramp"? You being funny, or some uk-specific-thing? Do you mean what we call a C clamp here in the states?

pressing. Grease the screw thread to help tighten it hard; check the
amount of deformation regularly, and determine where best to start the
straightening (usually the most deformed area).  DO NOT HAMMER - it will
split the chrome. The bumper edges may need virtually no flattening - it
may all come out when the curved face is reasonably straight.
