[T3] no low beams

63 notch 6V system

When I hit my dipper switch the relay clicks but I don't get any low beams.
The switch is working like an on/off high beam switch!  I swapped in a used
relay but no dice.  I cleaned up the contacts in my fuse block and replaced
the fuses with no improvement.   What next?
