The tin is what keeps the air in the exchangers, so yes, holes in the tin will allow air to leak and therefore lower the amount of warm air delivered to the cabin. No effect on engine cooling. => Also, does same HE require high temp paint? The tin doesn't, and you're unlikely to be able to keep *any* paint on the iron for long.
