I'll check both of these. The steering damper was my first guess.

Ya, Old VW's are amazing. It had been sitting for about 10 years. He had to
buy a new 6v battery, but couldn't find a correct one. It has a rubber matt
covering the top. I also noticed a newer looking fuel pump. So he had to do
a few things to get it running.
