Only the front wheels matter on aircooled VWs; there is no speedo drive gear
other than the left front wheel.
You're right, a smaller front tire would make your speedo read lower, but the
distinction may be one of semantics: In one case the speedo is 5% high, in the
other case the road speed is 5% high.
