It was used for countries that required a 3-point seatbelt for the back seat
passengers.  I used it for some time as a point for my racing harness, thus I
was able to use all stock seatbelt mounting points for my harness.  Now the
harness is in the Jetta and my baby is back to stock seatbelts (which don't do
squat for holding you in the seat in a fast corner :-D )
