Battery terminals are actually tapered and it is common for people to not get the clamps installed all the way down on the posts. The quick way to get them all the way down is to knock them down with a quick hammer blow. The good way to do this is to spread the clamp with a screwdriver and let it just slip down. The hammer is quicker so that's what most "mechanics" do.
