Most likely, sometimes the can develop a few ohms of resistance and cause
problems but since you just replaced them well go onto the next step and
rule them as good

If you actuall have fuel pressure, and a trigger signal, and good grounds,
then check the head temp sensor.
If this is good you then need to check the harness, in other words... pull
the control unit and unplug it, and check for the correct resistances at the
appropriate pins on the main plug that goes to the control unit.  This will
catch a broken wire IN the harness... or a connector that looks good but
isnt.
