It's standard practice in manufacturing to discard tooling for which no need is 
forseen. They make parts 10,000 at a time. They have no interest in making 100 
of anything. A demand for 100-300 parts is still too small for them to bother 
with.

I don't work with auto parts manufacturers, but I've seen this in other 
industries. There are times when the customer (like VW in this case) would 
actually own the tooling because they paid for it in the first place. Standard 
practice in a case like this would be to notify VW that the tooling was 
considered obsolete and would be scrapped unless VW wanted to pay for it to 
continue to be stored somewhere or for it to be packed up and shipped to VW.

The usual result would be for the tooling to be scrapped or modified to current 
products.
