I don't work with auto parts manufacturers, but I've seen this in other industries. There are times when the customer (like VW in this case) would actually own the tooling because they paid for it in the first place. Standard practice in a case like this would be to notify VW that the tooling was considered obsolete and would be scrapped unless VW wanted to pay for it to continue to be stored somewhere or for it to be packed up and shipped to VW.
