Engine builders generally only supply bare engines which still need you to bolt on whatever fuel parts you need. Given the bad experiences that people have had with most engine rebuilders I wouldn't even consider asking one of them to put together a complete type 3 FI engine for you. Even if they swore that they knew exactly what they were doing I wouldn't do it. Get a Bentley manual and study it.
