<x-flowed>I believe this is a fuel injection tester. The dial on the left is 
adjusted to set the model/model year car being tested. I think you then 
select the actual circuit to test on the right hand dial and push the 
button to test. You will see red/yellow/green depending on the test 
result.

To really use this you really need some kind of manual, otherwise it is 
impossible to know what the right hand dia tests.
