Are these inner or outer door handles? If they are inner, then they are 
interchangeable side to side (after 66).  I beleive the outers are interchangeable 
side to side starting in 68. VW made the inner door handle rods the same too. 
I know this because my 71 currently has the door panels off and the ends of 
the rod are exposed. One side the rod is pointing up, and the other is pointing 
down. If yours are like this, then this is normal. I hope this helps.
